In reply to your Confic atial letter of the
3rd. September with a letter of His Excellency the Governor's
attached, I beg to submit that Kongmun is in no way suitable
for a deep sea port and was thoroughly considered in the previ-
-ous report. In Winter at that port there is only some 9
feet of water whilst the West River below this port has in

13 feet.
These same remarks practically apply to all
the Towns and ports associated with the West River and Delta,
that is to the Westward of the Line joining Macao and Whampoa.
The new Chinese Railway now in course of
construction and nearing completion in the Sunning District is
expected to open up a deep sea Trade at "Sam Gap Hoi" on the
South Coast the position of which place I am not quite convinced
of the railway not being completed close enough to the Terminus
as yet; but I submit that the necessary route that would be
followed from Canton by any railway would have to cross the
West River an engineering feat that though seriously considered
has not been decided upon.
